President Nursultan Nazarbayev was elected President in 1991, but following a re-shuffle a new structure began to emerge in mid 2007. The new government resembles the old in that the key figure is Nazarbayev, however, it differs in composition. Is the re-shuffle an indication that Nazarbayev might resign in the future? Who are the current key players in the Kazakh political elite and who of them have chances to become Nazarbayev's political heir? Who among leading Kazakh businessmen profited from the re-shuffle, who lost and what is the likely effect on the Kazakh economy?
